Plumb bob question

What is the best way to attach a plumb bob to top of the tower if lifting tower without the head on top? Be lifting a 40 ft tower soon. Thanks

Blumb Bobs usually don't work because the slightest breeze will throw them off. The way we do it is use a 4' level and lay it on the bottom straight north, south. girt. Then move it to a straight east/west girt

Don't use them here either. Always too windy.
